The protagonist of CUTTPUTLLI is a police officer who is chasing a serial killer. The 36-year-old actor Akshay Kumar lives in Parwanoo, Himachal Pradesh, as Arjan Sethi. He is fascinated about the subject of serial killers and wants to make a movie on it. In Chandigarh, he approaches a number of Punjabi filmmakers. However, they unanimously reject his proposal and tell him to instead develop a comedy. He then travels to Kasuali to celebrate Raksha Bandhan with his niece Payal (Renaye Tejani), brother-in-law Narinder Singh (Chandrachur Singh), and sister Seema (Hrishitaa Bhatt). Arjan is urged to give up his aspirations of becoming a filmmaker and join the police force by Narinder, a cop.

He will easily obtain the chance to become a police officer because Arjan and Seema's father was a retired officer. Arjan concurs, seeing that his goal of producing a serial killer movie is not being achieved. He joins the police force as a sub-inspector and works at the Gudiya Parmar-run station (Sargun Mehta). A few days later, the police are informed that Amrita Rana, a schoolgirl played by Saina Anarose, has vanished. Presumably from outside her home, she was taken. The murderer leaves a gift box with a doll's severed head inside. Arjan notices that the doll's head is disfigured in a manner that is quite similar to how Samiksha Bharti's face was disfigured.

The body of this girl was discovered in Parwanoo, and Arjan had, out of habit, acquired information about her. He informs SHO Parmar that Amrita has been abducted by the Parwanoo schoolgirl killer. Parmar rejects his hypothesis.

The police receive a call a short while later stating that Amrita's body has been discovered next to a railroad track. Now that they are aware that a serial killer is on the loose and searching for his next victim, the police take Arjan seriously. A third girl, Komal (Laaibah Ali), goes missing a few days later.

A teacher at Komal's school named Divya (Rakul Preet Singh) informed Arjan that Komal had been spotted hailing an automobile. Trying to find the auto-rickshaw is Arjan. The driver exclaims that he did not kill Komal and that he had taken her to the home of Purshottam Tomar (Sujith Shanker), who also happens to be Payal's math instructor. When Pushottam is apprehended, it is discovered that he had sexually harassed some of his students. Even though the evidence points to Purshottam's guilt, he continues to deny killing Komal. While Purshottam is being held, the murderer commits another crime. He kidnaps Payal this time instead of anyone else. And as usual, he abandons the box containing the dismembered doll's head. Two days following the kidnapping, the victim is typically killed by the murderer. Before Payal is killed, Arjan has 48 hours to find the serial killer. The remainder of the movie is based on what occurs next.

The 2018 Tamil film RATSASAN has an official remake with the working title CUTTPUTLLI. The plot is captivating and features all the elements of a thriller. The majority of Aseem Arrora and Tushar Trivedi's screenplay is engrossing. The script has some excellent exciting and even humorous passages sprinkled throughout. The conversations of Aseem Arrora are conversational and contain various hilarious passages.

The directing of Ranjit M. Tewari is decent, at least up to the pre-climax. With his performance, he is able to hold the audience's attention. Arjan's attempts to approach the murderer and the investigating procedure are both fascinating to observe. Divya's entrance, SHO Parmar's reprimand of Arjan, and Arjan's capture of Purshottam Tomar are a few sequences that stand out. Both the scene where Payal vanishes and the one where Arjan unlocks his car's trunk are horrifying. It's a really suspenseful scene when Arjan, Parmar, and the others follow Ayesha Khan (Divvya Wadhwa) in an attempt to apprehend the murderer. Sadly, the movie deteriorates after this. In contrast to the first movie, the killer's identity is not a surprise. The dread level was further increased in the original movie by the establishment of the murder's narrative and the lengthy cat-and-mouse game between the bad guy and the detective. The conclusion in this case is rushed. The killer's flashback is handled in a very crude manner. The United Kingdom has been misrepresented as Himachal Pradesh in several instances, which is another serious issue. One can immediately distinguish the differences between the structures due to their distinct topography and architectural styles.

Akshay Kumar does a respectable job of underplaying his role. In a select sequences, such as the one where he loses control and confronts the math instructor, he really excels. Rakul Preet Singh seems gorgeous and is healthy. Sadly, she doesn't have much to do in her role. Sargun Mehta projects an air of assurance. After a point, Chandrachur Singh leaves no trace. That also applies to Hrishitaa Bhatt. Fair candidates include Divvya Wadhwa, Seher Bhowmik (Iti, Divya's niece), and Renaye Tejani. Sujith Shanker portrays the role effectively. Saina Anarose, Laaibah Ali, Suhani Dhanki, and Joshua Leclair (as Christopher and RJ Roshni, respectively) are adequate.

There is only one forgettable song, "Saathiya," in the movie. The background music by Julius Packiam has a corporate vibe. The stunning cinematography of Rajeev Ravi perfectly depicts the settings of Himachal Pradesh and the UK. The production design by Amit Ray and Subrata Chakraborty is intricate. The outfits by Rushi Sharma and Manoshi Nath are lovely, especially Rakul's. The behaviour of Parvez Shaikh seems plausible. The VFX produced by Famulus Media and Entertainment, Number9 VFX, Aisolve, and Redefine is suitable. The last act's editing by Chandan Arora is excessively brisk.
